Where can foreigners buy?
Foreign nationals can generally buy freehold property inside designated Integrated Tourism Complexes (ITCs) — master-planned communities such as marina, golf and resort developments. Outside ITCs, ownership rules differ and some areas are restricted to Omani or GCC nationals.
Because regulations are updated from time to time, always confirm eligibility for a specific unit with the developer and the Ministry of Housing and Urban Planning before you pay a deposit.
Typical steps
- Shortlist properties and confirm ownership eligibility
- Sign a reservation form and pay a booking deposit
- Sign the sale and purchase agreement (SPA)
- Pay according to the agreed plan — cash or installments
- Register the transfer and receive the title deed (Mulkiya)
Costs to budget for
In addition to the purchase price, buyers usually budget for registration fees, any agency fee, and community service charges. Ask for a full cost sheet for each property before committing.
Residency
Some property purchases above set thresholds may support a residence application. Thresholds and conditions change, so check the latest rules before relying on residency as part of your plan.
